Abstract
Park and recreation administrators have found a need for developing feasibility studies for various reasons. Many communities feel the feasibility study process is necessary in order to have a proper outlook into either short-term or long-term planning and development efforts. Population growth and changing dynamics in various communities are two main reasons why feasibility studies are conducted. Older facilities are becoming increasingly more vulnerable to damage created by over-use or under-use. The over utilized facilities cannot keep up with structural demands placed upon them, whereas the under-used facilities are creating financial burdens and are not being subsidized by user fees.
The purpose of this study is to classify and compare the major components of aquatic facility feasibility studies and to differentiate between the integral planning processes involved when the literature and several studies are compared. This study will identify the major areas incorporated into feasibility studies, specifically outdoor and indoor aquatic facilities, and identify whether the steps need to be conducted in a specific intrinsic order.
A review of the literature in aquatic facility planning indicates a lack of detailed documentation of the main components in conducting aquatic feasibility studies. The primary problem is that most communities consult with private consultants to conduct these feasibility studies. No study exists that would inform the planning administrator, park and recreation agencies, or city officials on how to best prepare for a feasibility study. One benefit that would result from this study would be that community planners, municipal workers, and community members would have a direct delineated process to aid them in the development of a feasibility study for aquatic facilities. This study may also inform communities to be proactive in the feasibility study process with regards to requesting quotes, proposals, or previous feasibility studies from the firm who is conducting their feasibility study. It will also help the municipality create a focus for the study based on the various components outlined in the paper.
