Abstract
The problem as identified in the title of this study is just one phase of the larger, more-inclusive problem of developing and maintaining school-community relations. From the beginnings of our public school systems, the problem of effective communication between the people who are the beneficiaries of public educational services and the people who have the responsibility for performing those services has existed.
