Abstract
This writer wishes to express his sincere appreciation and gratitude· to Dr. Erma Plaehn, Chairman of his committee, for her most helpful assistance in the preparation of this thesis. Dr. Plaehn's familiarity with Iowa government was an invaluable guide. He also expresses his indebtedness to the members of the committee, Dr. George c. Robinson and Dr. Herman Nelson. This writer also wishes to express appreciation to the following legislators for their contribution to the research: Senator George 0 1Malley and Representatives Casey Loss, Jack McCoy, Lawrence Falvey, Howard Reppert, William Denman, Earl Miller, and Wayne Ballhagen.
