Abstract
The teaching personnel constitutes one of the most important elements in the educational system of any country. This fact is especially meaningful to the people of a democratic society, since the people in such a society are responsible for the educational system. The quality of living in a democratic society is significantly dependent upon those persons engaged in teaching.
