Abstract
This literature review examines the history of Home and Community Based Medicaid-Funded Waivers, specifically those utilized by adults with disabilities and mental illness. The purpose of this review is to educate human service workers about the history and origin of the Medicaid-funded waivers so they may better understand the original intentions of the waivers. Research for this review has been gathered from professional articles, books and state and federal codes or laws. Key points examined are institutional care versus in-home care, and current usage of waivers in Iowa. The original intent of the HCBS Waivers was to keep individuals who needed additional care or support out of the institution and in the home so they may maintain a better quality of life, closer relationships with friends and family, and dignity and self-respect.
