Abstract
Our nation is in need of leaders. Alvin Toffler brought this matter to public consciousness in his book, The Third Wave (Elsner, 1984). Pace reinforced this concern when, four years later, he wrote of the need to increase the number and quality of leaders, particularly at the college level. He warned that a society as large as the United States must constantly increase the flow of qualified leaders at all levels in the system to fulfill its responsibilities ( cited in Young, 1986). Evidence that this problem is still present, and possibly getting worse, is found in the comment made as recently as 1986 by Kitano and Kirby: "At no time in world history has effective leadership been more crucial as we face a future rendered uncertain by increasing international tensions, continuing poverty and oppression, and nuclear arms build up" (cited in Karnes et al., 1987, p. 251).
