Abstract
Over the past two decades, American colleges and universities have grown increasingly diverse in their student bodies. Every racial and ethnic background is being represented in higher education today. Administrators at many public universities and colleges have noticed an increase in discriminatory expression and harassment toward these groups. According to Stains(1993), one-quarter of all minority students are victimized by prejudice each year. For this reason and others, many administrators across the nation have adopted speech codes and have debated the efficacy of these codes. Due to the debate, speech codes at public universities and colleges have received much legal and media attention in the last ten years.
