In today's society the educational system has been assigned a broader and more complete responsibility for the total development of its' students. It is also the responsibility of the school system to provide the most efficient, economic and quality educational program available. At present there is a controversy over how to deal most effectively with the growing problem of declining enrollment in meeting these responsibilities.
