Abstract
In today's society the educational system has been assigned a broader and more complete responsibility for the total development of its' students. It is also the responsibility of the school system to provide the most efficient, economic and quality educational program available. At present there is a controversy over how to deal most effectively with the growing problem of declining enrollment in meeting these responsibilities. The complexities of whether to close a school or not, do not appear to balance solely on the school population. School closings are more than a numbers problem, they are also people problems. The growing list of factors to be considered in school closings includes community needs and resources.
