Abstract

The Congress finds that the traffic in obscenity and pornography is a matter of national concern. The problem, however, is not one which can be solved at any one level of government •• It is the purpose of this Act to establish an advisory commission whose purpose shall be, after a thorough study which shall include a study of the causal relationship, of such materials to antisocial behavior, to recommend advisable, appropriate,. effective, and constitutional means to deal effectively with such traffic in obscenity and pronography.
