Abstract
Authority for public school education in the communities of the United States is vested in the State Constitution so The states have delegated this responsibility for operating, maintaining and supporting these schools to a group of people from the community known as the Directors of the School Board. The Directors of the School Board will hereinafter be known as the board. Members of the board are selected by the people to act in their behalf as a governing and policy-making body. To the individuals of this select group is given the responsibility of selecting and maintaining an adequate administrative and instructional staff.
