Abstract
Is it possible that someone possessed the attributes of a humanitarian and yet acted in such a way that those same characteristics were lost? Could an administrator deal with the plight of the unfortunate members of society and fail to recognize the causational factors of that plight? It would appear illogical to reason that the correct responses to the above questions could be in the affirmative, and yet the affirmative answers seemed to be applicable to the life and career of Herbert Hoover. The time-line ran from West Branch, Iowa, in 1874, ending in that same village in 1964.
