The purpose of this study was to answer these questions:
1. Are teachers satisfied with the institute as it now exists?
2. Do teachers with varying amounts of college training receive the same value from the institute?
3. Can the institute be improved, and, if so, how?
4. Are teacher institutes serving the purposes that the State Department of Public Instruction intends them to serve?
5. Is there a preferred method of in-service training, and, if so, what is it?
