Abstract

If our country is to maintain the position of a world power, it is important that each of its citizens receives an education in proportion to his potential. As Ginzberg states in his book, Human Resources: The Wealth of a Nation, "While every society must get along with such talent as it has, its accomplishments and even its survival will depend on its developing the maximum number of people with high potential. A counselor in the educational system might think in terms of this ideal of maximum development when visualizing an educational goal for his high school group. But ours is a free society having many areas in which the individual is not forced to sacrifice for any group ideal. Education is one of these areas.
