Abstract
It is the purpose of this study (1) to discover the major causes of the reorganization, either artificially inspired or naturally evolved; (2) to determine what changes have occurred in the period that the reorganization has been in effect; and (3) to create a basis for future evaluation of educational outcomes which occur subsequent to reorganization in the Clermont-Elgin area.
