Abstract

Public Law 85-864 was signed by the President of the United States on September 2, 1958. This law, known as the National Defense Education Act (hereafter referred to as NDEA), is composed of ten titles affecting most levels and many phases of education. Its billion dollars, though authorized for a dozen separate programs, have been authorized for a single purpose - that every young person, from the day he first enters school, should have an opportunity to develop his gifts to the fullest. This is the emphasis that gives the Act its name, for it recognizes that in a free society the individual is the first line of defense.
