Abstract
Juvenile delinquency is an old problem, a problem that has been intensified and given new emphasis during recent years. This problem has received nation-wide attention and publicity. Since juvenile delinquency is such an old problem, its history, too, dates back many years. Among the early attempts to differentiate the treatment of youthful offenders were the efforts of the tenth century monarch, King Athelston of England He enacted a law which stated that "man shall not slay none younger than a fifteen winters' man. " l Generally, however, any juvenile who has committed an offense was considered to be an ordinary criminal. So, in both the eighteenth and nineteenth centuries, the theory was to imprison both juveniles as well as adults.
