Abstract
Given the examination of school finance litigation history, as well as a consideration of the legislative path to reform, it appears that would-be reformers in Iowa have made the right choice in choosing to focus their efforts on the legislature. Certainly, actions taken by the legislature in the past have not completely erased inequities between school districts in Iowa. It is certainly possible that the current proposal, which will replace the Local Option Sales Tax with a statewide one-cent sales tax, will fail to completely level the playing field as well, and will leave reformers with more work to do. However, it appears that a path to reform that focuses on working within the legislative framework is less uncertain than a path based on litigation, and may allow those interested in the issue to have a greater impact on the outcome of their efforts.
