Abstract
During the 2003-2004 school year, Hempstead High School in Dubuque, Iowa was one of several schools in the state selected to pilot the Iowa Professional Development Model. The purpose of the Iowa Professional Development Model is to develop a link between professional development and increasing student achievement. A main component of the model plan is the implementation of research-based activities in the professional development plan of a school. Hempstead chose to focus all professional development time on how to produce independent readers/learners by incorporating reading strategies into all curricular areas. Over the course of two school years, a professional by the name of Sue Beers spent countless hours instructing us on how to use her research-based reading strategies in our classrooms. Each month, teachers were asked to keep track of which strategies were used and how often they were used. The department chairpersons collected the implementation data and reported it to the school principal. This data was helpful in determining the implementation of the strategies, but the data wasn't going to show the impact on student achievement.
