Abstract

In 1990, education was brought to the forefront of federal law with the reauthorization of the Elementary and Secondary Education Act (ESEA). The Act was continued during the Bush administration under the name No Child Left Behind (NCLB) (P.L, 2002). These laws became the framework for guiding state education policy (Massell, 2008). Education began experiencing growing pains as lawmakers decided there needed to be better continuity within the American education system, hence the birth of standards-based education.
