Abstract
This study had two significant elements. The first element was an attempt to determine if each Commission met their stated purpose and goals. This was done by examining the legislation passed in the 4 years after the commission reports were filed. The second significant element of this study was the examination of all three reports together. To the best knowledge of the author, this is the first attempt to assess the cumulative impact of all three commissions at one time. Therefore, the results of this study can serve as a genesis anthology for future research.
