Abstract

Due to a lapse in the Iowa Code from 1995 to 2006, Iowa school districts were not required to have a certified teacher librarian as part of the faculty. The purpose of this study is to determine the effects on professional teacher librarian staffing in Iowa schools from legislation passed in 2006 which requires every Iowa school district to employ a properly licensed teacher librarian to work with students, teachers, and staff; to provide instruction; and to direct the school library program. The data used for this study was extracted from the annual State Library of Iowa School Library Survey, a survey completed by those persons responsible for school libraries throughout the state of low a. The number of hours low a schools employ teacher librarians to staff school libraries is decreasing. At least 9% of Iowa school libraries experienced a drop in the number of hours-per-week they had professional teacher librarian staffing from 2003 to 2008. In addition, the number of certified teacher librarians responsible for operating a school library on a daily basis is falling. School libraries with a certified teacher librarian in charge of daily operations decreased by 22% from 2002 to 2008. Another decrease is the number of teacher librarians managing one or multiple libraries; a 9% decrease was revealed from 2003 to 2008 for all schools reporting. The number of teacher librarians serving students is diminishing as well. The number of teacher librarians went down at student increments of up to 199, 200-399, 400-599, 600-799, and 800-999. The number of teacher librarians serving I 000 or more students went up. All told, a decline of 7% occurred from 2003 to 2008, in the total number of teacher librarians serving students altogether.
