Abstract
President Bush was quoted in 19 90 saying, "The improvement of quality in products and the improvement in services -these are national priorities as never before." (National, 19 9 0). Leadership through quality was also called the new competitive frontier by David Keams, Chief Executive Officer of Xerox Corporation (DeToro, 198 7) and 198 9 winner of the Malcolm Baldrige National Quality Award. For a manufacturing organization like Xerox a quality product is the result of many factors. Other corporations have come to the same realization of the importance of quality throughout their operations (Crosby, 19 9 1). He pointed to the new product development process as the place to begin the application of quality management concepts. Noted quality expert Frank Gryna says manufacturing quality planning is one of the most important factors to consider in a new product development process introduction (Gryna, 1988).
This research project identified concepts to use for improving manufacturing quality planning execution for new products in a large manufacturing organization. manufacturing quality planning concepts used by a selected firm and recommendations of an internationally recognized quality expert were benchmarked for input. Concepts to improve manufacturing quality planning for the manufacturing organization were then proposed. The large manufacturing organization was the John Deere Waterloo Works. They employ 4 400 people in Waterloo, Iowa (John Deere, 19 9 1). The selected firm to benchmark was IBM Rochester. They employ 8 100 people in Rochester, Minnesota (Gerber, 19 9 1). The selected quality expert was Dr. Joseph Juran.
