Abstract
Teacher inservice education is and has been a topic 1 of concern with numerous national publications, professional organizations, government agencies, and local school districts. With recent public criticism of the American educational system through published literature including A Nation at Risk (1983), "Public Attitude Toward Public Education" (Gallop, 1983), "U.S. Pupils Rank Low in Eight Nation Test" (Walton, 1983), as well as position statements of special interest groups; such as, Fundamentalists, National Education Association, American Federation of Teachers, parents, administrators, and school boards, it becomes increasingly evident that the public is demanding accountability regarding the competence of practicing professionals and the achievement of students (Collins, 1981).
