Abstract
During the winter of 1836-7, John Plumbe called a meeting in Dubuque to "discuss the railroad question."1 The meeting "was held in a frame building ... on the west side of main street" and those in attendance heard the immodest Mr. Plumbe . advocate "the feasibility of the construction of a railroad from Milwaukee to Dubuque, as a link by which the lakes would be connected with the Mississippi."2 At least one man in attendance voiced the opinion that Plumbe was a visionary and others felt that his thinking "might have been a little premature. 113 Undaunted, Plumbe continued his efforts and on March 26, 1838 he was joined by four other prominent Dubuque citizens who were responsible for drafting a memorial to Congress praying for the appointment of an engineer to locate a route to Dubuque from Milwaukee.
