Abstract

The people of India had long been dissatisfied with the educational program which existed prior to the Basic system of education. The traditional system which preceded Basic education originated with the Charter Act of 1813 of the East India Company of Britain. Only a relatively few persons benefited directly from this system; it never reached the masses. This policy of "downward infiltration" created some complex and unfavorable results. It is important to note in this connection a statement from the 1958 UNESCO world Survey of Education that "owing to defects in the official policies, the position of mass education in India in 1901-2 was lower than that of indigenous India prior to British rule."
