Abstract

The Iowa State University (ISU) Extension and Outreach Supplemental Nutrition Assistance Program – Education (SNAP-Ed), implements food- and nutrition-related interventions through direct nutrition education and Policy, Systems, and Environment (PSE) changes. The target audience for these interventions is Iowans with low-income who are eligible or likely eligible for the Supplemental Nutrition Assistance Program. ISU SNAP-Ed direct nutrition education aims to equip Iowans with low-income with the knowledge and skills to make healthy food choices and save money on food expenses. ISU SNAP-Ed PSE aims to make the healthiest choice the easiest choice in the food pantry environment. Prior to Federal Fiscal Year 2022, access to ISU SNAP-Ed was limited to a small number of counties indicating that this program was only reaching a small number of Iowans with low-income. Recognizing the problem of limited access, ISU SNAP-Ed launched the County Led Delivery Program in eight counties at the beginning of Federal Fiscal Year 2022. This program was designed to address multiple levels of the Social Ecological Model by training ISU County Extension educators to deliver direct nutrition education and conduct PSE work in food pantries within their county. The purpose of this dissertation was to conduct a process evaluation of the first year and a half of the ISU SNAP-Ed County Led Delivery Program.
