Abstract
There is growing clamor from all sectors of the public to “make schools accountable” for the results of their educational programs. This emphasis comes from governmental agencies A at all levels. Federal funding agencies have long required that proposals for grants must include specification of the means by which the effect of the planned program can be measured.
