Abstract
Twenty-one critical issues within the broader issue area were identified relative to ensuring equity of access and opportunities for every student to learn through technology. Defining and clarifying such critical issues as funding, school district vision, community involvement, structure of education and change, training, differences among districts, technical support, and priorities of communities and the state was a difficult task. Eventually the list of 21 issues was reduced and prioritized into 5 critical categories: (a) vision/planning, (b) training, (c) technical support, (d) funding, and (e) learning for a purpose. Options for resolution of these 5 critical issues were generated by the group as well as strategies and recommendations for advancing technology as a learning tool.
