Abstract
New technologies always cause new concerns about moral and legal issues inherent in the new possibilities that change brings about. As the evidence mounts that students must have access to the Internet because of its unique resources, because some critical information skills can best be taught via those resources, and because some version of the Internet will be the way our students communicate in the future, it is essential that we investigate issues that make this technology work for students within the framework of responsible, democratic values.
Disparity in educational opportunity should not exist in a democracy. One of our major ethical concerns is that the Internet be available to all students, not just those in schools with greater economic resources than others. This issue is further complicated by complexities in existing telecommunications systems within our state; over 150 telephone companies exist in Iowa, providing an uneven range of services to Iowa schools. Demographics result in a mix of rural and urban schools with a variety of primitive and sophisticated telecommunications facilities. How can we ensure all Iowa students have an equal opportunity to access the Internet?
This issue group discussed many specific concerns about use of the Internet, but determined that the major elements fell under three categories.
