Abstract
What does access to the Internet mean? Does it mean access to the full suite of Internet services (File Transfer Protocol [FTP], E-mail, gopher, telnet, etc.) or only to limited services, such as telnet? Does access to the Internet mean the physical connection to a provider or some level of expertise in its use? Iowa's students must have full access and their training must be comprehensive or they are missing opportunities for growth. As The Project GAIN Report pointed out, connecting schools and libraries may not be the most difficult problem, but rather who will have access.
