Abstract
Accountability in education can be improved. However, that change can occur only if the public acts in concert with the schools by striving to improve the quality of life in the community. Higher standards of education cannot be achieved if the basic needs of students and their families are not met. The public must focus energies on investing more dollars in regular instruction, teachers' salaries, and professional development with equitable distribution across districts. This focus must include "jobs, health care, reduction of violence in families and in neighborhoods, and increased funding for day care, bilingual education, summer programs-for young people, and so forth. It is estimated that 100,000 handguns enter the schools each day ... this is a greater problem than the nation's performance in international mathematics competitions" (Berliner, 1993, p. 640). Accountability to the public can be improved if the public and the schools operate with the understanding that the interaction of the students and the school/community environment is the key to learning.
