Abstract
Picture the ideal school district where the board of education and superintendent have a perfect relationship built on trust and mutual understanding. The district basks in the brilliant sunshine of a communication system providing information that is honest, sufficient, timely, and legal. Everything works! Ideal situations don't just happen. They begin with the first handshake between a new superintendent and the hiring board, or a new board member and experienced board members and with the superintendent already in place. No doubt communication has taken place before hiring or election and an initial impression has been made. (Specific strategies for developing a communication system can be found in Section 4 of the monograph.)
