Abstract
The governance of local school districts in Iowa is the responsibility of local boards of education which adopt policies and plans that are implemented through the leadership of the superintendent. The effectiveness of this team can be a major determiner of the effectiveness of the educational system. This establishes the significance of the topic of this conference, "Strengthening Board of Education and Superintendent Relationships," and the sub-topic addressed in the following papers, "Developing .an Understanding of Roles and Expectations of the Board of Education and the Superintendent of Schools." If the board and superintendent are to work as a smoothly operating team, making the best use of each individual's skills and knowledge, it is essential that they understand the functions of their respective positions.
This paper summarizes the main issues discussed by the roles and expectations group participants and the key recommendations shared by the group.
