Abstract

This paper will focus on one aspect of the American social welfare system - the provision of low-income housing assistance. It will show how the integration of housing assistance into a more coherent welfare system illustrates a fundamental dilemma presented by reform efforts - the relationship between cash assistance and "in-kind' assistance in any comprehensive welfare system. This dilemma involves both technical issues and political issues. Data from a recent survey of public attitudes towards social welfare programmes will be used to illustrate fundamental features of the political environment which shape reform. -from Author
