This study was designed to describe the progress of the Waterloo Chapter 1 program on students' subsequent school test scores, and Chapter 1 and special education placements. The subjects for this study consisted of 297 students who were enrolled in the Chapter 1 preschool program during the academic years 1985-1989, and who remained in the Waterloo School System through 1990-1991. The Waterloo Chapter 1 prekindergarten program identifies educationally disadvantaged children and offers them a developmentally-appropriate, preschool program to assist them with developing language and math skills. Results of the study suggest that enrollment in the Waterloo Chapter 1 prekindergarten program leads to an immediate increase in language and math skills for the program participants. Results indicate that the program participants' performance on the Iowa Test of Basic Skills (ITBS) is slightly lower than their district peers, however, their performance still falls within the average range, particularly in the areas of vocabulary and mathematics. Approximately 19.50% of the program participants require future Chapter 1 programming following preschool. The percentages of Chapter 1 program participants who received Chapter 1 services during the 1989-1990 academic year are higher than the district percentages as a whole. However, results indicate that enrollment in the Chapter 1 prekindergarten program reduces the future need for children to be placed in special education for either Learning Disabled or Behavioral Disordered. The percentage of special education placements of the Chapter 1 students in these two categories is lower than the district as a whole.
