Transcription: State Penitentiaries. A couple hundred thousand able bodied men! How can they be used to help win the war? Put 'em all to work on making equipment for solders! A couple hundred thousand inmates of insane asylums! How can they be usefully employed? Put 'em all at work in our ship camouflage department! Thousands of public school buildings- idle three months every year. Use 'em in the summer to teach English to every citizen who can't speak it! The distilleries and breweries are likely to be closed next Jan. How can they be used? Put 'em all at work making liquid flame for the Kaiser.
