The district boundaries in states are redrawn every 10 years to ensure that Congress and state legislatures are representative. But because elected officials sometimes manipulate district boundaries to favor a political party or candidate the result is often not fair nor representative. This practice is called gerrymandering, and considered a "threat to democracy" by its opponents. The panel will cover the history, update current issues, and describe Iowa's redistricting process which is considered a model for other states.
