Abstract
Two key efforts are needed to help the community realize the many strengths which diversity can bring. First, a long-range strategic plan must be developed, and second, actions must be taken to help develop educated, responsible citizens who are empowered to participate effectively in a culturally pluralistic society. The strategic plan must have several characteristics, including the following.
