Abstract

This paper will be divided into two sections. The first will be Whose Schools? That question will be addressed in the legal sense and from personal opinion. The second section will be Whose Children? which will be addressed from personal opinion.

The Code of Iowa is clear. The schools belong to the people of Iowa. The Constitution of Iowa spoke to education in Article IX, which has been repealed and put into the Code. The Constitution of Iowa stated, "The educational interest of the state, including common schools and other educational institutions, shall be under the management of the Board of Education ... "
