Abstract
The butterfly effect is at work in society impacting American education. There are examples at the national, state, and local level where these disturbances provide opportunities for potential change. Section 504 of the 1973 Civil Rights legislation is an example of the national level impacting schools. New businesses in local communities directly cause confusion for the community schools. And, within districts, a new practice in an elementary school may create the butterfly effect that will impact the entire school district. These are all examples of disturbances that can create positive change.
