Abstract
Throughout the history of our nation, education has been controversial as individuals and various groups (administrators, businesses, philosophers, politicians, parents, religious groups, students, teachers) have expressed their concern about the quality of American education. In most geographic regions/states there has been an unresolved debate regarding the definition of education, the relationship between school and community/society, the distribution of decision-making power in educational matters, and the means for improving all aspects of our educational systems. Therefore, it is the opinion of this author that a road map for negotiating the twists and turns of this diverse and bewildering landscape needs to be developed.
