Abstract

As we look forward to the next century, the needs of learners and of society require the creating new educational structures. The traditional factory model of schooling was adequate when teaching was understood primarily as the delivery of facts. Under that model teachers were seen as "deliverers of content" (Watts & Castle, 1993, p. 306). Such factual instruction could be done by individual teachers working in relative isolation.

Now society needs learners who can apply knowledge to real-life problems and work together in an ever-changing world. To produce learners with these abilities, teachers need to be involved in planning and decision-making.
