Abstract
This paper will address the age-old dilemma of "Time to plan, implement and institutionalize school-based decision-making; where does it come from and how do we use it most effectively?" Consider this: the single most detrimental barrier to affecting real change in schools is peoples' inability to change how time is prioritized and utilized. Whenever significant school reform is introduced, it almost always requires significant changes in time management. Those districts that only make token time management changes receive in turn only token change dividends for their token investment.
