Abstract
The issue of time- finding enough time to accomplish all the things we want to do is real and will always be a factor to consider. Plus many other factors affect our use of time. Consequently, a successful plan for one school district may not work for another district. Two factors to consider are the stages a school district moves through to implement change and a district's organizational structure needs.
