Abstract
It has been several years since reports like A Nation at Risk and A Nation Prepared: Teacher for the 21st Century (1986) have been issued. Many reforms were initiated as a result of these reports for students receiving services in regular, compensatory, and special education programs.
All of these reports included recommendations for school districts to become more decentralized and consider giving teacher and parents more input into the decision-making process on school-related issues.
In an effort to comply with these recommendations, school districts began to study the possible implementation and consequences of site-based management and shared decision-making. The results were promising as these areas had been linked to the effective schools movement and had been found to be helpful in creating an effective school culture (Purkey & Smith, 1985).
