Abstract
If the 1990s are destined to be the era of shared decision-making (NASSP, 1993) then those who embrace it must be willing to make and enforce the range of decisions that will follow. The biggest obstacle I see facing shared decision-making is the lack of opportunities that have traditionally been afforded to interested stakeholders-namely teachers. If teachers are an untapped leadership potential, then it is up to principals as the leaders of leaders (Schlechty, 1993) to nurture and develop these skills in teachers by offering ample opportunities. If the era of top down decision-making is to end, then schools as collective units must work towards establishing a network of shared decision-making, not just in word, but in action as well.
