Abstract
Two of the most popular current themes in local school district management writings and discussions are empowerment and site-based management. These two themes tend to run together a$ we look at restructuring our organization. Organizations have been conceived, constructed, and evaluated on the premise that leaders are responsible for directing and controlling the organization. As leaders try to open up their organization by embracing values such as participation, diversity, and reflection, they face a constant tension resulting from the conflict between these values and the current values used to judge successful leadership. Before leaders can institute real change, they must change their values-that is, they must think outside the lines
