Abstract
This paper is promulgated on the acceptance that the three assigned Postulates are achievable and necessary. Some additional clarification is needed prior to taking a position regarding the assigned issues.
1. Schools and programs for teacher training need restructuring, but systems, institutions, organizations, logistics and other restrictions may demand compromise.
2. The problems of teacher effectiveness may be related to administrative competency to a degree that also requires radical restructuring, training and retraining for administrators if improvement is to be made.
