Abstract

This paper will focus on the expectations and standards of performance for people of color in education, particularly for students. The approach will allow application of the concepts for students at any level.

The concept of three generations is commonly used to describe our efforts to deal with cultural diversity. First generation refers to the allocation of people to diminish segregation. The second generation emphasis is a challenge to remove the barriers to program accessibility while recognizing stereotyping and individual prejudices. Third generation efforts deal with producing equal learning outcomes, implementing multicultural teaching strategies, and gaining the acceptance of diversity.

As a nation, the second and third generation efforts characterize our status in addressing equity issues. However, Iowa, by nature of its highly homogeneous population, may still be dealing with first generation-related issues while trying to address second and third generation challenges. Just as culturally diverse schools and areas are dealing with the issue of internal resegregation, Iowa, due to a relatively low incidence of cultural and ethnic diversity, may have allowed the priority of equity issues to be displaced. In fact, Iowa may have ceased to deal with the issue even intellectually. This reordering of priorities affects the levels of expectation and performance that Iowans hold for people of color.
